No. These are mutually exclusive.  Owners have a responsibility to maintain a competitive business position, and make a reasonable profit for their shareholders or owners.  As such, it is imperative that owners maintain an optimum level of full-time employees, and use contractors and other service providers where it is prudent to do so.
